[D-runtime] [D-Programming-Language/druntime] f0e4cf: add DLL support for Windows Server 2003 and XP/64

It seems, core/thread.d still imports core.sys.windows._thread instead 
of threadaux. The error does not show up on a local build unless the old 
di files in the import folder are deleted.
