why gdc9.1 isn't available from gdcproject.org?

Fedora 30 and last few Ubuntu releases have GCC with D enabled. 
If you do not use them and your distro has GCC without D, you 
need to build it yourself. It is not that hard, just follow the 
instructions on the gdcproject.org ...
