Emacs D Mode now on Launchpad

and the group is at:  https://launchpad.net/~emacs-d-mode-maintainers

It's only me just now, but hopefully there are other Emacs users and
ELisp capable people who will volunteer to join in so there is a
community that can ensure progress.
