DTagLib - D Wrapper Library for the TagLib ID-tagging library

Ok, DTagLib now has a build script that will compile the library and
the sample apps on both Windows and Linux. It works on 2.053 and
2.054, and was tested on XP32 and Ubuntu 10.10.

I think I am about done with this port, there's nothing much to do
with regards to this very thin C API. But if there are any bugs, feel
free to file them.
