Again, the problem is making the changelog update optional! No pull
request should be merged if it doesn't include a proper changelog entry,
that's how it's done. A missing changelog entry is like missing
documentation or code comments, a pull request that doesn't update it
shouldn't be merged!

Making the changelog update go to just one person is the problem, that
work should be distributed and the better person to do it is the one
that made the change.
