Building spec part of the website should be as easy as:
git clone https://github.com/dlang/dmd
git clone https://github.com/dlang/dlang.org
cd dlang.org
make -f posix.mak html

On a Linux system. If that doesn't work can you post the error 
you got? Probably better to keep the discussion on the pull 
request.
