Looks like it's a completely separate system based on national 
boundaries:

"Organisations must be registered and in good standing with the 
Charity Commission of either England and Wales, Scotland, or 
Northern Ireland to be eligible to participate."

amazon.com has a similar requirement for US-based charities.
