mir-integral: gauss quadratures for integration

Hey folks,

Just a small betterC mir.quadrature module

  - Gauss-Hermite Quadrature
  - Gauss-Jacobi Quadrature
  - Gauss-Laguerre Quadrature
  - Gauss-Legendre Quadrature

They should be enough to implement a dozen integration algorithms.

MRs, feature requests, and GSoC projects with integration related 
stuff are welcome.
