$750 Bounty: Issue 16416 - Phobos std.uni out of date (should be updated to latest Unicode standard)

I feel like this is going to be the biggest obstacle. I worked on 
a bug bounty in the past, made a pull request, and it just sat 
there for months. It's a waste of time to try and get anything 
merged. Especially on the scale that this would be at.
