Nonono, I'm thinking empty dmd.conf and pass everything needed in the command
line.

I say again: dmd.conf is a distraction. Plant an empty one to end all lookup
and pass everything needed in the command line.

I'm thinking generalizing LATEST into fetching any specific release we need,
dmd and druntime and phobos. All code is there, it needs only minor
adjustments. Replace LATEST with SPECIFIC_VERSION or something then you should
be able to say make SPECIFIC_VERSION=2.066.1 dpl-docs to fetch all needed.
