This can be worked around by giving -of an absolute path:

$ rdmd --build-only -lib src/test.d
Fails

$ rdmd --build-only -lib -oflib/hi.a src/test.d
Fails

$ rdmd --build-only -lib -of`pwd`/lib/hi.a src/test.d/
OK
