Have you tried the latest GDC with VD? It seems that GDC no longer accepts the m32 and m64 switches and uses a new type of file name syntax(I could not find a gdc.exe, and had to rename arm-unknown-linus....-gdc.exe. It may all be in my head though, well, at least there is no clear cut gdc for windows download to use.
