Intellij D Language plugin 1.32 released

This release is just adding support for Intellij 2023.2. As usual 
if there are any problems please check the open issues on 
https://github.com/intellij-dlanguage/intellij-dlanguage/issues 
and if it's not already logged feel free to add a new one and 
potentially a PR.

There's still many things that can be done to improve the plugin 
so please get involved if you are interested in using Intellij 
IDEA to write D code
