What's the documentation say? That's pretty the only way to know whether it's 
a bug or not when you don't know whether the behavior is what it's supposed to 
be. Does it do what the documentation says?

Regardless, you can open either a bug report or an enhancement request for it. 
I would not expect it to change otherwise.
