You did mention win32 ;)

For OS X Cocoa is the GUI framework. To access that you need to 
interface with Objective-C. That can either be done using the 
Objective-C runtime library [1], available from C. This is very tedious 
and verbose, or wait for this pull request [2] which will add support 
for linking with Objective-C.
