After lots of reading, and testing, I managed to get a simple, 
one liner ;-)
(doesn't seem like .release is needed though.)

{
     import std.meta : aliasSeqOf;
     import std.range : iota;

     return randomSample([ aliasSeqOf!(iota(1,46)) ], 8);
}
