DNS runs over the same pipe (T1) as the actual domain and as of such 
would be unreachable.

whois returning 1.1.1.1 has not much do to with the pipe being down 
since AFAIK this information comes from the registrar. You could have 
issue's whois too many times which sometimes results in a block.
