I managed to answer my own question :)

For anyone else who might be interested, if you use this version 
of the exuberant ctags source code:

    ec56w32.zip

and run this GNU Patch Version 2.5.9 command line:

   PATCH < ctags-5.6-d.patch.txt

it will correctly patch the c.c and parsers.h files.

It failed for me the first time because I was stupidly trying to 
apply the patch to the 5.5 version of the ctags source code.

To use the new ctags with Zeus just rename the file to xtags.exe 
and put the executable in the Zeus install directory.
