Andrei and Brad Roberts are working on Phobos 2.0 in various capacities. 
  Andrei is focusing on user-level changes, while Brad is looking at the 
runtime.  So Phobos is still being actively matured, though likely not 
as quickly as Tango.

> Is there a timeline when 2.0 versions of phobos and tango will be compatible?  How will the pieces be partitioned?  Will tango be released with new dmd versions?  Will both libraries adopt the same style (naming conventions, capitalization, etc...)?

All still yet to be decided, I'm afraid.
