I can't think of any name for it, but they do have the "Benevolent
Dictator For Life" (BDFL) title for people like Walter. Or even Self
Appointed BDFL (SABDFL).

Hmm.. Wikipedia already lists Walter as one.
Someone snuck it in a couple of weeks ago; the only revision without a
description! :p
