Bummer.  I'm no res file guru, but here's what I'd try:

Maybe the Borland one works (brc32)?
   http://www.codegear.com/downloads/free/cppbuilder
or openwatcom's?
   http://www.openwatcom.org/

Or maybe converting your UTF-16 file to a local code page will work?
