In the open source world, bugs are usually taken as they are. But for 
the PM in a large company who thinks "int" is short for "interface", the 
number and priority of bugs is considered, not the difficulty of fixing 
them or importance to the system.

On another note, can anyone explain the difference between "priority" 
and "severity"?
