Imports "public" by default?

DMD v0.163 changed imports from public to private, the following quotes apply:

New/Changed Features
"Imports now default to private instead of public. Breaks existing code. "

Bug Fixes
"Private module members now inaccessible from other modules. "

Since then I've seen no mention, in the changelogs, of this being reverted. What was the reason for reversion? Was there a mention of this change that I just did not see?
