Sorry I don't know where this error comes from.

All you need to do with Tortoise SVN is click right mouse button on a
directory -> "SVN Checkout". Then input the URL of the repository:

	http://svn.dsource.org/projects/bindings/trunk/win32

"HEAD revision" should automatically be marked (means the newest 
version). Et Voilà, you have the newest version of the Win32 API headers 
in your directory ready to use.
