I don't think so.  It certainly doesn't have the "basic" part --  It's
a very full featured GUI toolkit.
And it also doesn't work with the library that ships with the
compiler, so those two things at least rule it out.

I was thinking of something more along the lines of a Tk wrapper or
maybe FLTK wrapper.
