Probably because you need to consider maintenance time. Poor quality 
ends up costing you in the long term. Good quality code gets reused.

OTOH the age where performance matters, may be coming to an end. I hope 
not, because I always considered optimization to be one of the most 
interesting things about programming. But it's already becoming a niche 
market.
