But isn't this exactly what Apt and Yum are for?

I suspect the core to the problem is that Windows and Mac OS X are not
built around a dependency management system whereas most Linux
distributions are.  Of course there is MacPorts and Fink for Mac OS X,
but Apple have no interest in them.
