approxEqual() has fooled me for a long time...

Phobos2 is changing still, even some language details are changing still, so there is time to fix the situation.

For example approxEqual() may just call feqrel(), the third argument of approxEqual() may be changed in the (integer) minimal number of bits that make it return true.
