maybe QtCreator (http://qt.nokia.com/products/developer-tools/)
(is it LGPL?) can be used as a fork base - so the ide will be 
multi-platform at start and even our unix/linux guys can work with it 
out of the box... i wouldn't start an ide from scratch - or use eclipse
