Assuming we don't have anyone to develop such a site, we would have to rely
on something like Redmine or Launchpad.  I think Redmine could work because
it supports multiple projects.  At least we could try it as an experimental
incubator and see where it goes.  Here is KDE's site powered by Redmine:
