Java has the JDK, in itself a very high quality and very complete 
library. But it also has the Apache Foundation for just about everything 
else.

And the Java Community Process for defining new APIs and their evolution.
Python also has the equivalent of the JCP.
The D community is still a bit small for such organisations, but there 
is already some sort of community process, which is a good step in the 
right direction.
