Why does the Phobos_coding_conventions page even exist? Just link to 
http://dlang.org/dstyle.html

That page still needs a few tweaks, but it's much more up-to-date than it used 
to be, and it's the official style guide. I see no reason to duplicate that 
information on the wiki.
