Wrapper knows nothing about non-standard types, but in `CreateFileW` the 
last argument is `__(in?) HANDLE hTemplateFile`, so it is an optional 
parameter (can be `null`) and wrapper ensures that it isn't a mistake 
and `HANDLE` is nullable.
