Should "std.net.curl" be moved from Phobos to Deimos?

Because they started using oauth 2.0 when rfc draft changes every 
day. I remember the pain. Now it seems that there's a final rfc. 
I remember that google implemented draft #xx twitter draft #yy 
and so on...
