You should accept bug reports with complete or incomplete patches 
in order to reach stability.

You cannot expect anyone to figure out how to use github just to 
submit one tiny patch. That's like saying: «we don't really care 
about stability», or «you have to be a regular contributor in 
order to improve the system».

It is quite reasonable to follow the path of least resistance: 
sit on the patch without submitting it. If you want stability 
then you don't want that. You want to identify all problems and 
all possible solutions.
