Facebook puts more bounties on dlang issues

I just checked a few and some are "strange".

For example, "Issue 1824 - Object not const correct" is actually 
a meta-issue. The current strategy to fix this, is to remove the 
functions, which seems to require library AAs. This basically 
means, once a group of people has done the hard work, someone 
random just closes 1824 and gets the bounty?
