It can but standard JVMs can get large pauses when your heap 
exceeds maybe ~4GB? In Java it's pretty hard to avoid creating 
loads of garbage but I suppose if you were very careful you could 
avoid the pauses.

It would probably be more cost effective to try out the Zing JVM 
from Azul Systems before doing a total rewrite.

I've been wondering if a C4-esque GC would be feasable in D for a 
while. It sounds a lot like a magic bullet though, I suspect 
there are downsides beyond the price tag somewhere. I would love 
a response from anyone who is knowledgeable in this area.
