Designing a matrix library for D

I am thinking about something slightly different, and with a 
semantics more similar to that Haskell library. I don't think D 
is going to compete with Julia and its high dynamism, so better 
to use the static compilation at its fullest, and catch more bugs 
at compile-time. That's why I was discussing about type system 
improvements, etc.
