issues.dlang.org is down

Noticed that this morning, and Ilya noticed that too. Just a quick
notice in case whoever the maintainer is, isn't aware of it yet (though
he's probably already on it).

Here's the error message:

Error: Access denied for user 'bugs'@'localhost' (using password: YES)
  Is your database installed and up and running?
  Do you have the correct username and password selected in localconfig?

giving this error message and the time and date of the error.
