I'm guessing it's one of those situations where they have heuristics that 
normally shrink the problem space down to 3-4 options at most, and 
exponential costs at that point aren't so visible. But in some of their 
more strenuous test cases, I imagine, the heuristics can't chop down the 
problem space enough and they get code that takes minutes to compile.
