with statement not triggering opDispatch?

Looks like two issues have already been opened: 
https://issues.dlang.org/show_bug.cgi?id=6400 and 
https://issues.dlang.org/show_bug.cgi?id=9808. Looks like neither 
have any discussion or resolution, which is a bit disheartening. 
I'll see if I can bump the latest one.
