Ideally not a single line of code should be accepted into Phobos without
explicit copyright transfer to D Foundation. However, situation is so
messy already any small attempts to clean it up make no difference - it
would need some major paperwork.

>From a practical point of view though, you (as a Phobos user) are
guarded from abuse by Boost license.
