colour lib needs reviewers

Looks like a nice and simple module. My only complaint is that 
DDOC sections such as Returns, Args, etc. don't seem to be used 
at all. Also maybe a bit more detailed of an overview in 
package.d, which I assume is the entry point for the 
documentation.
