Registering for DConf, PayPal appears to be broken.

Thanks, but luckily PayPal works now. It turned out that their 
service agreement had been updated some time ago and I needed to 
login to my account and accept it.

Instead of telling me that, it showed a generic 'something is not 
working right now, try again later' during checkout.
