What do you mean "outside"?
I use DMD on CentOS, and I installed it by command:

yum install 
http://downloads.dlang.org/releases/2.x/2.072.2/dmd-2.072.2-0.fedora.x86_64.rpm

 From your point of view it is "outside" or "inside" of yum?
