ZipException: no end record when attempting dub fetch vibelog

Once again, I'm taking a serious look at D after a break of 3 
years.  I'm trying to download packages using dub from DMD 2.076 
as follows:

dub fetch vibelog

The following error is produced:

ZipException: no end record

Any suggestions?
