Why std_data_json is not default in phobos

To add some context,  it was proposed in 2015 for review [1] and 
some insightful feedbacks were given in the thread. Along 
discussion. RC allocator seem to be in good shape in the 2.79 dmd 
release. Some naming conventions too.
