Rebasing of PRs

Which PR(s)? That doesn't give me a lot to try and find it. PR# + 
repo name would help a lot.

Aye. But I am now the Pull Request manager[1], so things are 
moving forward.

I'm not denying we have a problem with rotting PRs, but I have 
merged a large number of PRs over the last few days and will 
continue to do so. Yes there are still lots to go, but they can't 
all be merged at once (not the least of which is that the CIs are 
not that fast), but I do very much hope to get there.
