No, but that's the point: it's a way of integrating _private_ 
internal projects into DUB.  I wouldn't use it for public DUB 
packages, because what's the point?

The question is why you want a public DUB package to rely on 
submodules for parts of its code.  What's the use-case?  You 
still haven't described it.
