It is also surprising to me, but I was said TIOBE is based on job 
offers. Other indexes are often based on Github and StackOverflow 
presence, which ultimately depend on how online/hobbyist the 
community is.

Popular languages are ranked differently depending on whether you 
measure "dark matter" developers that don't interact online, or 
users of more social websites like Github and StackOverflow that 
will be biased towards talkative people.
